PALETTE: You have freedom here, although Id prefer cooler colors and fairly pale skin.
HAIR: (Hair color/ hairstyle) Perhaps a hairstyle and color like this; i.imgur.com/Ufx7HjW.jpg?1 but maybe with the ponytail itself being longer, around mid back length.
EYES: Green
THEME: Something on the modern side, casual, but perhaps with a bit of flair to come off as somewhat extravagant. Maybe something a theatrical actor might wear, slightly out of date but still modern in presentation(Old meets new type of deal). Layers are a plus. Perhaps a scarf and/or optional hat variation.
NOTES: It may help to know that I want to think of the character as a charmer, a romantic, maybe a bit dramatic in a comical fashion. Positive attitude but attempting a somewhat refined air in appearance. You know, the bright and peppy comic relief sorts that often give over the top expressions and the like. 
I'd like if a small scar could be drawn under one of his eyes, a large scar on his neck, and if the pinky of his left hand could be missing. Scarring on his hands maybe.
Last thing Id like to note are a few tattoos! I'd like if a small tattoo like these; i.imgur.com/jsGDyTe.jpg?1 could be noted to be on the backside of his left shoulder, just a few tiny bird shapes <3
